About the Spirit of God
who is working in the chosen people
Joseph, Gen. 41:38

Yes, the purpose of 揀選耶波羅安 was 作以色列王
rather than being a obedient king
though being obedient was expected.
Moses, Jonah, (or Gideon) might disobey in the beginning,
but they turned obedient later
without any other choice.
God does not hope man to make a right choice only,
but also He helps man to do it.
However,
for some unknown good considerations
God chose some to really choose right.

For me there are three topics in OT:
rebellious disobedience of man,
merciful delivery of God,
and promise of the ultimate salvation.
Man is depraved totally.
"There is none riteous"
unless the Spirit of God works.
